All complaints will be handled as per CVC’s Complaint handling Policy.
As per CVC guidelines, no action will be taken on Anonymous / pseudonymous complaints.
The complaint should be specific, brief and factual with verifiable details. It should be supported by documentary evidence wherever possible. Complaint with irrelevant, vague, absurd or generalized allegations will be disposed at the discretion of the Chief Vigilance Officer (CVO).
The complainant should disclose his / her identity by giving name, address, contact phone number, Aadhaar ID and e-Mail ID.
As per the Government of India’s resolution on “Public Interest Disclosure and Protection of Informers (PIDPI)”, the identity of the complainant is kept secret and is protected from victimization (whistle blower policy) for making such complaints.
Complaints received by post are only accepted, apart from plaints received through CMS portal.
No correspondence shall be entertained on the subject after lodging the complaint, unless required by the office. However, if any fresh facts are available with the complainant, he / she may communicate the same.
The Chief Vigilance Officer has full right to Accept / Dispose any complaint as per the CVC guidelines.
All complaints shall be addressed to the Chief Vigilance Officer.
SOP for handling email complaints at AVNL/Vigilance
If any complaint comes to the email cvo@avnl.co.in the following procedure is to be adopted.
1. Once a email complaint comes to cvo@avnl.co.in, the contents of the complaint is to be checked for deciding the nature of the complaint i.e administrative, vigilance or vague complaint.
2. No action is required for a vague complaint
3. If the complaint is administrative in nature, same can be forwarded to HR Directorate of AVNL or to the concerned Unit for necessary action at their end without causing any examination or inquiry from Vigilance side.
4. If the complaint is Vigilance in nature:
a) Vigilance/AVNL has to send the email back to the complainant asking to send the signed copy of the complaint through post to the following address:

b) After receipt of postal complaint, AVNL/Vigilance has to do Veracity check of the complaint as per the existing practice as per CVC guidelines.
c) If no postal confirmation comes within 15 days of receipt of communication from AVNL/Vigilance, same (email complaint) is treated as closed.
d) No specific complaint number of AVNL/Vigilance is to be allotted to email complaint until the receipt of a postal complaint.
